Spain has previously denied all knowledge of “secret stopover” flights by CIA planes transporting terror suspects to the US military base in Guantánamo Bay, Cuba.

But a “top secret” document leaked to Spanish daily newspaper El Pais shows that permission was sought by the US from Spain’s Foreign Ministry in early 2002.

The request was communicated to Josep Pique, then foreign minister, hours before a CIA flight landed at Moron airbase in southwest Spain, the newspaper claimed.

Mr Aznar’s government allegedly recommended that “discreet” airports be used for the stopover of rendition flights.

According to a report in the Telegraph, the new technology can generate electricity in water flowing at a rate of less than one knot, about one mile an hour, meaning it could operate on most waterways and sea beds around the globe.

The technology would require up to 50 times less ocean acreage than wave power generation.

The new device, conceived by scientists at the University of Michigan, has been inspired by the way fish swim, consists of a system of cylinders positioned horizontal to the water flow and attached to springs.

The system is called Vivace, or ‘vortex-induced vibrations for aquatic clean energy’.

As water flows past, the cylinder creates vortices, which push and pull the cylinder up and down. The mechanical energy in the vibrations is then converted into electricity.

There are critics of the change, in the military and among civil liberties groups and libertarians who express concern that the new homeland emphasis threatens to strain the military and possibly undermine the Posse Comitatus Act, a 130-year-old federal law restricting the military’s role in domestic law enforcement.

The Taj Mahal hotel in Mumbai, India, temporarily increased security after being warned of a possible terrorist attack, the chairman of the company that owns the hotel said Saturday.

But Tata Group Chairman Ratan Tata said those measures, which were eased shortly before this week’s terror attacks, could not have prevented gunmen from entering the hotel.

“If I look at what we had … it could not have stopped what took place,” Tata said in an interview with CNN’s Fareed Zakaria that will air Sunday.

“It’s ironic that we did have such a warning, and we did have some measures,” Tata said, without elaborating on the warning or when security measures were enacted. “People couldn’t park their cars in the portico, where you had to go through a metal detector.”

The move has been compared to the Tom Cruise science-fiction film Minority Report, in which people are arrested before they commit planned offences.
